What settings for Osbournes DVDs? quality, filter, following, sometimes, settings

I'm using DVD2SVCD w/CCE2.5 and the results are pretty disappointing, I get a lot of noise for some reason (maybe because it's the fullscreen version).  the bitrate is at like 2400 and I do a 5 pass VBR, sometimes with that noise filter and image quality at about 24.  any suggestions?

I've never used DVD2SVCD, but I know in one of following cases you will get quot;noise onlyquot; frames as the output of CCE:
1. some filters can only work correctly if the width and hight of the input video are a multipul of 8(16), if not, they will produce noise only frames when certain other filters are direct followed it.
Solution: change the parameters of quot;cropquot; and quot;addboardsquot;, change the oder of filters, use other filters.
2. the width and hight of the input video are not standard of have been changed after the first encoding task. So keep them in spec. and always create new task if you've changed something in .avs script.
