Casablanca will not split at all -

I've had OK luck so far splitting movies, and it doesn't seem all that mysterious -- I've read for weeks here on the subject -- but I guess there's more to it than I thought (Duh).  I'm now in the sixth attempt to split Casablanca, following the Doom9 guide (which usually works) exactly.  IFOedit keeps dumping all VOB files into the Disc1 folder, and only writing menu files to Disc2.  

Specifics:
-Original VOB's are in VOB_01_[0-7].VOB
-Main movie is in PGC-1, which is in VOB_01_[1-4].VOB
-The main movie is about 1:42:00.  There are about 60 min. of extras.
-IFO edit suggests a split-point just after the main movie, PGC-1.  
-I've tried accepting that split point, and also moving it up.  Same problem.
-I've rebooted, and run a fresh copy of IFOedit.exe, latest version.  Same problem.

Any thoughts or tips would be greatly appreciated.  What am I missing?  THANKS.

UPDATE:
I gave up, and used the other method (suggested by SoujiroTheTenken in a ToyStory 2 thread).  I ran VOB EXTRAS on the original files twice: once, stripping out the extras; and the second time, stripping out the main movie.  There were some navigation errors on the second quot;extras onlyquot; product, but I managed to clear those by deleting menu buttons (menuedit) and changing the First Play precommand.  Mission accomplished.  Still like to know why it wouldn't split, though.
