Program to normalize wav files

Hi.

I was wondering if there's a good freeware program to normalize wav files. I cannot afford to buy the professional audio editing suites (WavLab e.t.c.) so if anyone knows of any good program please post it here. Quality is my main concern.

P.S. : I saw the WAV normalize program in  downloads however I would like to know how it compares to the professional editing suites, qualitywise.
