is it possible to change the forced mux rate in bbmpeg, if i use dvd2svcd ?

Just make sure you have the options set to advanced on the Misc tab then a new tab becomes available on he BBmpeg tab for advanced options and most of the bbmpeg options are in there.
If you chnage anything you are on your own though as I am pretty sure no testing has been done with settings other then the default.

What happens, if I change the force muxe rate form 0 to 6972 ?

You are better looking in the SVCD forum. I have seen this posted there and it makes no difference that it's included with DVD2SVCD.
However my strong suggestion is that unless you are having an issue leave it alone. BBmpeg is very complex and is easily screwed up.
The correct mux rate is more a math formula of the average bitrate divided by something, etc...
One setting, unless it's automatic does not work for all videos.
Use the settings of BBmpeg at your own peril. I have been using it for many months and I still have very little clue what I am doing.
