Quenc fails in two pass mode with clips with only a few frames

Quenc fails (exits without warnings) when encoding clips with only a few frames in two pass mode.  I noticed this when backing up a dvd in which there where many clips which only had one frame in the extras.  I would imagine that the minimum number of frames required for two pass mode to work would vary depending upon the bitrate and the source but limited testing with one of my files indicated Quenc needed at least three frames to work in two pass mode.

I didn't test it till now ... lets see if FreeEnc do the same thing ...

actually this does make sense. BBI -gt; IBB compared to B -gt; I ? may be the problem.
