Make sure you have Max Frames in a GOP set to 18 for NTSC encodes... I found out the hard way after cursing some brand-name DVD-R blanks for causing skipping and problems when searching in FF/REW.
As soon as I re-encoded with this setting, it burned and played perfectly.
