I have managed to convert my video from NTSC-gt AL, it is perfect however I still have the original AC3 file from the DVD.
How to I stretch it to fit the new pal (25fps) video?
Is there a quick way?
Do I have to split it into 6 different wav files and them stretch them?... If so what programs do I need?
Will this method cause any lip-sync problems?
Any help is much appreciated.

I don't know a way to stretch while in ac3 format...
but you can split the ac3 to 6 waves using besweet(i recommend the gui)
Then you stretch it using cool edit 2000 (my personal choice, but there are others)
Then you re-encode to ac3 (I use soft encode)
You might have to sync the audio with the video afterwards (ac3 delay corrector -- there's one in the download section), and the percent to stretch it is something you'll have to do the math on.
