simple tool for video and 2 audio tracks synchronization? like, seconds, totally, simple, advise

Hi,

I have 1 video file (*.mp2)which is perfectly synchronized with 1 ac3 track.But I would like to add and synchronize next audio track which is totally out of synchronization and is 4 seconds lengthy than the rest.

Could you pls advise me some tool to do that??
