Can someone recommend a link to a nice H263 reference software such as JM for H.264?? Highly appreciated!!

There exist the version of H.263. Which dos you mean?

sorry forgot to mention the version of H263. The version is H.263(01/05). And it would be nice if this reference software can support up to H.263+, containing all the optional modes in H.263. Thanks!

FFDShow can encode to H263 and H263+.
