About still image compression and resize methods
Usually digital photo resizing and compression for example to JPEG-format happens in some image editor. Is there any quot;proquot; compression and resize programs or plugins which could produce better end results than common image editor and same time keeps JPEG-compatibility so that Internet browsers can show them?
yes there is, i tried it, compressed different areas of the pic at different level, but dont remember the name, something like smart jpg compression
I can recommend XNview. Its a free Image Viewer amp; Converter. It has several very good resizers (e.g. lanczos) and it can produce jpegs with optimized huffman-tables and progressive coding. Using optimized huffman-tables and progressive encoding will losslessly(!) increase the compression of jpeg files.
If you would like to convert already existing jpeg files to use opt. huff-tabs and prog. encoding, then you can use jpegtrans (search with google) to do this lossless.
Also, jpegtrans offers arithmetic coding (as alternative to optimized huffman-tables), which will further increase compression (also losslessly). The downside is, that not many Viewers can display jpegs with arithmetic coding. (but you can back-convert to use non-arithmetic coding)
I've written a GUI for jpegtrans with which you can convert whole folders (recursively), but i don't want to release it to the public atm.
There's also SAR (search with google), which has *REALLY* advanced resizers. but these are mostly useful when doing upscales.

There are also other similar ones like IrfanView, IView, SlickView, SlowView, Picasa, PicWalker, FreshView, Snoopy, Futuris Imager, Coffee View, Firegraphic etc.
I use IrfanView and it offers almost lossless compression and good resampling (slower than resizing, but better quality) using an array of filters including Lanczos. Plus a slew of other features.
It is tough to say which is 'best' (if there is a 'best') without a good Image viewer/editor comparison/shootout (If anyone has any online links to such a comparison, please post here).

how about making a gui for avsynth?
I would most definatly try that out if it wer posible, I mean it hasway more options that photoshop given all the filters
