What type of filter should I use? filter, like, especially, recommend, concerts

I have a few televised concerts that I'd like to encode to DivX. In bright wight areas there are tiny fluctuations of purple and light green. Is this chroma noise? Would a chroma noise filter help me stabilize these areas or should I use some other sort of filter?

Yes, this sounds like croma noise. I'd recommend MarcFD's CNR2 to get rid of it. Head over to the AviSynth forum to find it (Marc's own site is down right now). Convolution3D (after CNR2) might also be helpful, especially if you use AviSynth2.5a.
