Question about Ac3 and Mpeg1 Layer2 on DVD

best, 192, belive, better, about
Im going to make a DVD and I belive that AC3 is better than mpeg1 layer 2 at the bitrate of 192 kbps or am i wrong? I used Soft Encode 1.0 about two years ago. Is it still the best AC3-encoder?
