Capturing Japanese TV, analog or not...

I want to capture Japanese TV with a laptop. I see an ATI TV Wonder USB2 on sale, and I'm wondering if this will work.

Sorry to be a newb, but can I capture the HDTV broadcasts with this card? I don't care if it ends up a 640x480 cap, analog, as long as it can actually record it (with decent quality, I hope). Of course a digital capture would be ideal, but I'm not willing to spend much for this. Is there something specific I should look for on the box to see if it's compatable with Japanese broadcasts? Is it impossible, or not going to be a problem, or uncertain?

If anyone could suggest another USB or firewire option (as I'm using a laptop) that's under $100, hopefully less, I'm all ears.

From what I can see it only captures analogue video, so no HDTV unfortunately. The info on ATI's website is useless, but if it's like most PCI capture cards it should be able to capture almost everything, including NTSC-M Japan, which is very slightly different to normal NTSC-M - though the only difference is the lower(?) black level, so even if it can only do normal NTSC the only problem will be that the picture might be a bit too bright... or something like that.
