what is the relationship between MPEG-4 visual and h.263
As mentioned in 14496-2 specification,if the short header flag enables,it will be compatibility with h.263 baseline profile.what does this mean?
Does it indicates that all the tools supported by h.263 baseline profile will be adopted by MPEG-4 visual when it enables short header mode?
i think the quot;h.263quot; in mpeg-4 part2 only refers to the quantisation method!?

lower level syntax alements are similar/same for h.263 and asp, however, higher level structures are totally different, e.g. there is no layer above the picture/vop layer which means that VOL-header doesn't exist in H.263. IIRC VOP-Headers are also not there. Using H.263 quant in ASP does *not* generate an H.263 compliant stream.
There are alot of other small differences, like you can not have arbitrary frame resolutions in h.263, but I don't remember them all.
You should compare the specs to get the full picture. The h.263 spec can be downloaded for free at the ITU site (somthing like: register and download 3 specs for free). ISO 14496-2 mayb be a bit more difficult....
There where always a big connection between ITUs H.26[1-4x] and the MPEG Standards. MPEG 1 based on h.261, MPEG 2 based on h.263 and MPEG 4 Part 2 based on h.263 Version 3. I think the relationship between h.264 and MPEG 4 Part 10 is good know(they are the same).
